About Sam
My name is Sam Barlow, and I am running to represent Utah House District 17 (Layton, Kaysville, Fruit Heights, and Farmington) because this is where I grew up and the community that helped shape who I am.
I am a lifelong Davis County resident. I grew up in Layton and Fruit Heights, graduated from Layton High School, and bought my first home in Farmington. Today, my wife and I are raising our three children right here.
Public service runs deep in my family. My grandfather and my father both served this community with honor. I respect that legacy, but I am my own leader. My path has been shaped by real-world experience – working in housing, property rights, and public policy at the ground level. That experience matters, because Utah’s challenges today are practical ones that demand practical solutions.

I earned a Master of Science in Real Estate Development from Columbia University, while living in Manhattan, and further grounding my work in housing markets, economics, and public policy.
I earned a bachelor’s degree in economics, with a citation in Government, graduating cum laude from Harvard University (A.L.B., Extension Studies). I completed the degree while living in Boston. My studies included classes at Harvard Law School, and the Kennedy School, providing broad exposure to economics, law, and public policy.
My interest in public service began early, including an internship with the Utah Senate, where I worked with then-Majority Whip Pete Knudson and gained firsthand exposure to how legislation is drafted, debated, and implemented. Following that experience, I spent several years working in public policy and government relations, representing a range of clients and initiatives before the Legislature. In that role, my focus was on explaining how proposed laws would affect real people – families, businesses, and communities – and helping policymakers understand unintended consequences before decisions were made. That experience gave me a deep respect for transparency, ethical government, and the importance of clear, honest communication between citizens and their representatives.
Professionally, I have held leadership and executive roles with public and private companies focused on housing across Utah and the Mountain West. My work involves land use, zoning, entitlements, and navigating complex regulatory systems, giving me firsthand insight into how excessive regulation, rising taxes, and one-size-fits-all policies drive up housing costs, limit opportunity, and impact local economies. I believe housing affordability is best addressed through free-market solutions, local decision-making, and respect for private property.
I have also been committed to serving my community through four years on the Farmington Planning Commission and regularly coaching youth sports. I believe in responsible but limited government, strong families, personal freedom, education and free-market principles. I’m asking for your support so together we can build a stronger, more affordable, and more prosperous future for District 17.
